Young Al Capone attracts the attention of Chicagoan criminal Johnny Torrio, who is visiting New York from Chicago. Torrio encourages Capone to go to Illinois to help manage his alcohol distribution business during Prohibition. Capone ascends the ranks of Torrio's organization and eventually becomes control. He seeks to solidify his power by executing his adversaries, rigging elections in his favor, and amassing wealth. In his spare time, Capone pursues Iris Crawford, a virtuous woman.
